Ruth Steinberger conceived the Oklahoma Pre-Spring Clearance!© project, working with Homeward Bound Humane Society of Durant, OK. This project emphasizes that spay/neuter efforts in the early spring, before litters of puppies and kittens are born, best maximizes the benefits of spay/neuter dollars. Steinberger's work has expanded to a statewide effort and beyond, including years of work on the Rosebud Sioux Reservation.
